NSEZ Development Project


The NSEZ site is located 200 kilometers (km) from Dhaka, 60 km from Chattogram, 70 km from Chattogram Port and the Shah Amanat International Airport and 330 km from Sylhet. The NSEZ Master Plan area is covered in the two districts, three upazilas, and 6 unions and comprised of 26 mouzas.

NSEZ has a total land area of 33,805 acres or 136.86 square kilometers (km2) (mostly reclaimed land) with a 25 km coastline along the Sandwip Channel in the Bay of Bengal. The land elevation on the site varies from the site’s lowest point at -3.33 meters (m) MSL to the highest point at +8.71m MSL.

Before development of the NSEZ, the site was comprised of: i) 27.6% idle/barren lands, ii) 31.65%mangroves/forest/vegetation, iii) 8.71% water bodies/canals and iv) 6.53% under development. The site location is a moderate to high monsoon climatic area with an average annual rainfall of 500mm. The average temperature on the site varies between 15-25 degrees Celsius annually.

The Master Plan for NSEZ sets out: i) land uses, ii) access and transport networks, iii) precinct boundaries and characteristics, iv) zoning and permitted uses, v) development guidelines, and iv) environmental and green resilient rules to follow when implementing the zone. The NSEZ site has been divided into 12 separate precincts, which have their own land uses. Although specific plots have not been assigned in the master plan (except for within the industrial areas), it is intended that real estate projects following the designated/assigned land uses and design guidelines will be constructed over time and sold/leased at competitive market rates. Major Investment in Mirsarai EZ

BEPZA Economic Zone- Mirsarai

BEPZA has been allotted 1150 acres of land in Mirsarai EZ. BEPZA has a wide range of experience in developing, maintaining industrial parks for last 37 years. They have a brand image among the foreign investors. Their proven expertise in setting up EPZs, operational experience and professional knowledge will accelerate the development of the BEPZA Economic Zone. The brand image of BEPZA will play an important role for flourishing investment in economic zone in quicker paces.

BGMEA Garments Park

Bangladesh Economic Zones Authority has alloted 500 acres of land to Bangladesh Garment Manufacturers and Exporters Association for setting up a well-planned ready made garment factory park in the Mirsarai Economic Zone of Chattogram. BGMEA sought the land from BEZA for relocating the factories randomly established at different places in Dhaka. BGMEA will invest $2 billion for setting up RMG and garment accessories factories at this park to generate employment for 5 lakh people.

BGMEA Garments Park is located beside the Mirsarai EZ 2A and Mirsarai 1st Phase. The total area is about 500 acres. BEZA has appointed contractor for developing this site.

Bashundhara Industrial Economic Zone in Mirsarai

Bashundhara Industrial Park is going to be setup by the country’s leading  industrial conglomerate Bashundhara Group. They have entered into an agreement with Bangladesh Economic Zones Authority (BEZA) for 500 acres of land in Mirsarai/Feni EZ. Under the land lease agreement, Bashundhara Group will invest US$ 500 million to set up Industries. The group will set up, among others, an ultra-modern pulp, paper and board mill where 10,000 jobs are expected to be created.

Ananta Group in Mirsarai

Ananta Group is going to set up 6 new factories in Mirsarai EZ for producing fabrics and yarn. As one of the leading apparel exporters, Ananta Group have signed a land lease agreement with BEZA for establishing six factories in Mirsarai Economic Zone (MEZ) on 7th November 2017. Ananta Group has got 250 acres land for 50 years. The company will invest about BDT 3500 Crore and expected to generate employment for 25000 people.

Kunming Iron & Steel Holding Company Limited

This state owned Chinese company is going to invest an outstanding amount of 2.13 billion in Bangladesh for establishing Iron and Steel Industries Park. Bangladesh Economic Zones Authority (BEZA) and Yunnan Yongle Overseas Investment Co Ltd signed a Memorandum of Understanding (MoU) for establishing this Park in Bangladesh on 29 November.

Development Works Undertaken by different Government Agencies 

A. Project Name: Mirsarai Economic Zone -Flood Control, Road Cum Embankment Protection & Drainage Project in Chittagong District.

a) Sponsoring Ministry/Division: Ministry of Water Resources

b) Executing Agency: Bangladesh Water Development Board

Objectives of the project:

The main objectives of the project are:

  1. To construct coastal embankment (super dyke) with slope protection of 18.488 km., hydraulic structures etc. for protection of the project area from flood, saline intrusion, erosion caused by tidal surge and natural disaster.
  2. To safeguard the BEZA area including its infrastructures and communication network for uninterrupted economic development.
  3. To provide safety of human lives, Property from Cyclonic devastation and water congestion.
  4. To increase sustainable socio-economic development by creating job opportunities, enhancing natural security against cyclonic tidal surge and wave and environmental balance.

B) Project Name: Civil Works for Rehabilitation:

The components of civil works planned under the project are:

  4. Construction of super dyke (Embankment) – 17.872 km

C) Project Name: BR Powergen 50 MW Power Plant Project

BR Powergen 150 MW Power Plant will start its operation on December 2018 after that the plant will be upgraded to 500 MW by 2021. The main objectives of the power plant to ensure reliable and quality electricity to developer and unit investors

D) Project Name:Construction of Gas Pipeline for Mirsarai Economic Zone and KGDCL, Gas Distribution Network Up-gradation Project by KGDCL

Sponsoring Ministry/Division

Ministry of Power, Energy and Mineral Resources/Energy and Mineral Resources Division.

Objectives and Targets of the project

  1. To upgrade the KGDCL existing gas distribution network capacity from 350 MMSCFD to 500 MMSCFD to facilitate adequate gas supply to bulk and industrial customers of KGDCL.
  2. To make arrangement for supplying 200 MMSCFD gas to the upcoming industrial customers in Mirsarai Economic Zone (MEZ), Chittagong from national gas network.
  3. To construct dedicated pipelines to supply of gas from Anowara CGS to three bulk customers like KAFCO, CUFL & Sikalbaha Power Station (SPS), isolating them from existing ring main, to make necessary arrangements/modifications at Shahmirpur manifold station ofKGDCL to receive R-LNG from GTCL’s offtake to facilitate supply to the existing ring main.

E) Project Name: Access Road Project to Mirsarai Economic Zone by RHD

Project Length : 10.00 Km.

Objective

To provide cost effective, safe, less travel time and logical road network for all road users specially between Mirsorai Economic Zone and the capital Dhaka as well as the port city Chittagong through Dhaka-Chittagong National Highway. It is a specialized and dedicated roadway for carrying goods lo economic zone along with transferring finished products from this zone to home and abroad.

F) Project Name:Power Gird station and line construction by PGCB

To accelerate the economic development of the country through industrialization and creation of new employment, reliable and adequate power supply to the Economic Zone at Mirsarai is of utmost importance.

PGCB is constructing a new 230/33 kV GIS grid substation at Mirsarai Economic Zone. Initially this substation will be connected to 230 kV GIS grid substation at BSRM. The initial capacity of the  substation  is  2×120/180  MVA. A  17  km  400  kV  double  circuit  transmission line  is implementing to feed the substation.The substation is expected to commission in 2019. In future, Mirsarai 230/33 kV GIS grid substation will be upgraded to 400 kV voltage level and eventually will be connected to upcoming power hub at Karerhat 400/230/132 kV grid substation for a strong tie to the national Grid.

This 230/33 kV GIS grid substation will also help in evacuating the huge amount of power generated from upcoming power plants at Mirsarai that will be constructed in the adjacent areas in future.

G) Project Name:Installation of Telecommunications Network at Mirsharai Economic Zone in Chittagong by BTCL

Duration of Project : January 2018 to December 2019

Project Cost : BDT. 10257.49 Lac

Water Bodies: BEZA has ensured maintenance of existing water body and create new water reservoir and lakes in Mirsarai EZ. Three lakes, each one  having sizes of approximately 100 acres of land, are going to  be developed in this zone and the first one is in implementation stage. These lakes will promote tourist attractions assuring environmental protection of the whole zone.
